New health directive holds medical agents liable for foreign malpractice
The Ministry of Health's Overseas Medical Service Referral System Implementation Directive places legal responsibility on third-party agents arranging treatment abroad. Licensed agents must now compensate patients for harm from medical errors, negligence or substandard care received in foreign hospitals.
